Monitoring and Evaluation

Our Monitoring, Evaluation, & Learning (MEL) framework ensures that the Leadership for Collective Action (LCA) program delivers meaningful and sustainable results at every level — from personal leadership growth to national reform impact. It combines continuous, light-touch monitoring with structured reflection and evidence gathering. 

We track four interconnected levels of change: 

  1. Individual – Participants assess their own progress in leadership competencies, systems thinking, and coalition skills through reflection tools, journaling, and periodic feedback surveys. 
  1. Coalition – We monitor how coalitions function, their inclusiveness, and the quality of collaboration. This includes structured check-ins and observation of decision-making and joint action. 
  1. Initiative – Each Collective Action Initiative (CAI) defines clear, time-bound objectives and simple indicators, allowing progress to be tracked against agreed goals and adapted where needed. 
  1. System – Through stakeholder dialogue, peer exchange, and end-of-cycle learning sessions, we capture early signals of systemic change — such as policy shifts, strengthened cross-sector coordination, and sustained collaboration — without claiming linear attribution. 

Our approach blends qualitative and quantitative insights. It uses participant and stakeholder perspectives alongside tangible outputs to create a well-rounded picture of progress. Data is collected through accessible tools — including templates, shared digital spaces, and facilitated discussions — to keep reporting practical and user-friendly. 

The framework also serves as a learning mechanism. By integrating MEL into facilitation and coaching, we enable real-time adaptation, ensure transparency for partners, and generate evidence that informs both program improvements and scaling to new contexts.
